Are today's passive-safety systems in cars getting too complex?

How complex are today's passive-safety systems in cars? With all the multiple airbags, pretentioners, etc, one might very well ask: are they too complex? Ontonix has recently conducted a study on this issue, utilizing US NCAP data, spanning the period 1980-2005 and which includes nearly 900 physical crash tests. The data has been divided into periods of five years as follows: 80-85, 86-90, 91-95, 96-00 and 01-05. For each test period, a Process Map has been ontained, like the one illustrated below (NB, only a part of a typical map is illustrated). In addition, the corresponding complexity has been computed.
The results are quite surprising. It appears that the complexity has been increasing substantially, reaching in the last period (2001-2005) a value that is double that of the earlier periods. The most significant increase in complexity - nearly 40% - has been observed between the period 1996-2000 and 2001-2005. The obvious questions at this point are:
